Ukraine: Senior Investigator/Adviser (Child Crimes)

CONTRACT DURATION: 6-month contract with a possible extension.
OBJECTIVES:
The Child Crimes MJT is a newly established MJT that works to provide strategic and technical advice, operational support, and capacity-building to Ukrainian prosecutorial and investigative agencies at the local, regional, and national levels, on the effective investigation and prosecution of core international crimes against/affecting children perpetrated in the armed conflict in Ukraine, in line with international standards and best practice on child-friendly justice.
The Child Crimes MJT’s main national partner is currently the Juvenile Justice Department (“JDD”) of the OPG, which has competence over conflict-related crimes involving children; other relevant stakeholders include the War Crimes Department of the OPG (general team and CRSV unit); local and regional prosecutors; and national investigative agencies. The Child Crimes MJT also engages with other international actors, child protection actors, and CSOs working on crimes against/affecting children and child-friendly justice in Ukraine.
The Senior Investigator/Adviser (Child Crimes) will play an integral part in developing and implementing the activities of the Child Crimes MJT.
DUTIES AND RESPONSIBILITIES:
In consultation with the Senior Legal Adviser/Team Lead (Child Crimes, the Ukraine Country Manager, and the Head of the MJTs:
- Identifies and assesses the needs of child victims, and witnesses of conflict-related crimes in the justice system and contributes to devising and implementing the JJD’s overall strategy for addressing crimes against/affecting children, in line with international standards and best practices.
- Supports the JJD and other prosecutorial and investigative agencies in planning and conducting multiple and complex investigations with the aim of collecting evidence of crimes against/affecting children in line with international standards and best practices.
- Provides strategic and operational advice to the JJD and other prosecutorial and investigative agencies on selecting, prioritizing, and building complex command cases against perpetrators of crimes against/affecting children. (including support in the design of investigation plans; contextual investigations and pattern analysis; witness and victim interviews; OSINT; and perpetrator profiling, amongst others).
- Identifies and develops the investigative tools, protocols, and guidelines, as well as other documents, to be employed to ensure a child-sensitive approach throughout all aspects of investigations and prosecutions.
- Provides and facilitates training and capacity-building to the JJD and other prosecutorial and investigative agencies and other stakeholders as relevant, including child-friendly justice, child-sensitive approaches to investigations and prosecutions, and crimes against/affecting children.
- Provides advice and guidance to the JJD and other prosecutorial and investigative agencies on the approach to, and treatment of, child perpetrators, in line with international standards and best practices.
- Provides and facilitates training for GRC personnel on the rights and needs of child victims and witnesses, and on mainstreaming child-sensitive approaches as well as intersectional analysis in all aspects of the MJTs work (General MJT, Starvation MJT, and SGBC MJT).
- Advises and supports the other MJTs to incorporate child-sensitive approaches in all aspects of their work.
- Forges relationships and liaises with national authorities, child protection actors, CSOs, international actors, and other relevant stakeholders as necessary
- Supports the Team Leader in managing and coordinating the work of investigators and legal advisers, and other consultants in the Child Crimes MJT
- Manages, guides, develops, and coaches new and junior staff.
- Participates in the recruitment of new staff
- Comply with central guidance and adhere to MJT procedures.
- Other related duties as assigned.
ATTRIBUTES:
Mandatory:
- A team player
- 15+ years of cumulative investigative experience in international crimes and/or international human rights investigations.
- Experience in planning and leading large and complex investigations.
- Ability to work effectively with the whole range of criminal justice and child protection actors.
- Flexible and creative; able to work in a changeable & fast-moving environment
- Resilient, self-reliant, and able to work in difficult or uncomfortable conditions
- Cool under pressure, able to manage competing urgent demands.
- Administratively competent, punctual, and organized
- Practical experience in working with high volumes of sensitive material and with the requisite skills for collating, sharing, and working with such material.
- Fluent in English
Desirable:
- Experience working in a post-Soviet country / legal system
- Familiar with military structures, weaponry, jargon, etc
- HEAT trained
- Experience in an ICL court/tribunal
- Full driving license
- Competency in Ukrainian or Russian
