Jordan: Safeguarding Senior Officer-National

Roles and Responsibilities: 

The Safeguarding Officer is the national level focal point for Tdh Jordan. His/her main role and responsibility is to support the day-to day implementation and coordination of Terre des hommes Safeguarding system at the country (delegation) level, as described in the Global Code of Conduct, the Child Safeguarding Policy, the Policy on the Protection of Sexual Exploitation and Abuse, and the Directive on the Protection of Personal Integrity — in coordination and with the technical support of the Safeguarding Referrent (Global Ethics & Compliance Office) at HQ.

The Safeguarding Officer oversees the coordination of activities and achievement of the delegation's safeguarding objectives, directly supporting the Country Representative who bears final responsibility for the system.

Under the responsibility of the Country Representative and in coordination with the Global Ethics & Compliance Office, the Safeguarding Officer’s responsibilities include:

General:

  • In coordination with the HR department, disseminate and raise awareness of Global Code of Conduct values, standards and commitments, and related policies, as they become available, to Tdh staff, volunteers, partners and communities across all interventions and delegations. Ensure relevant translations, contextualization and dissemination.
  • Support the implementation, management and monitoring of the delegation’s complaint and feedback mechanisms and ensure coordination with existing internal mechanisms and standards (SOPs), in close collaboration with the Q&A/MEAL person in charge.
  • Advise and support staff and partners in the implementation and understanding of the Global Code of Conduct, in coordination with the HR dept, with specific emphasis on the safeguarding and integrity policies.
  • Support all response functions to ensure alignment with the Global Code of Conduct standards and mandatory processes (safe recruitment, partner assessment, etc.), in coordination with the HR dept. Support the updating of these tools and the reinforcement of good practices.
  • Support the Country Representative with the collection and sharing of the annual and institutional key performance indicators defined for the sector.
  • Ensure adequate induction and training programmes are in place and implemented in the Jordan delegation on Tdh ethical, safeguarding and integrity standards and obligations, and related procedures and tools.
  • Oversee and support Safeguarding focal points’ priorities and plan of activities in the Jordan Delegation, in alignment with established safeguarding priorities at the Delegation’s and the Global Ethics and Compliance Office’s levels.
  • Ensure the role and contact details of safeguarding focal points in country, as well as the institutional reporting protocol (Concern), are known among all stakeholders and that staff, partners and community members are aware of their role and obligations.
  • Support HR and Logistics Departments to ensure that the safeguarding policies are included and signed as part of all contractual agreements. Verify that safe recruitment practices are in place and scrupulously followed.
  • Under the direction of the Country Representative and in coordination with the Global Ethics & Compliance Office, support the conduction of the safeguarding diagnostic and definition of safeguarding objectives and priorities at delegation level (to be included in the delegation’s Plan of Action).
  • Report on the status of implementation of the Safeguarding objectives and priorities listed in the delegation’s Plan of Action, challenges, and support needs to the supervisor and Global Ethics & Compliance Office.
  • Supports the Country Representative in collecting and sharing annual Safeguarding KPls (eg number of staff trained on Global CoC, number of staff / volunteers / partners trained on safeguarding) with HO.
  • Ensure safeguarding is part of the country Plan of Action and support the CR in identifying resources needed for safeguarding activities.

Capacity Building: 

  • Conduct at least two annual safeguarding training / refresher for all staff, volunteers, and partners, utilizing the HQ training materials provided and supported by appropriate HQ onboarding. Support other in-country focal points in EJC camp to conduct these at the camp level and at other Tdh operational sites (including in coordination with partners). Ensure trainings are documented/tracked (HR).
  • Develop a contextualized onboarding module based on global standard Tdh materials, in coordination with the Global Ethics & Compliance Office. Conduct a Safeguarding briefing for all new staff and partners (onboarding). Ensure briefings are duly documented/tracked (HR).
  • Support the focal points in the Delegation in understanding and implementing Terre des hommes Safeguarding standards and commitments.
  • Support the translation and contextualization of capacity building materials, based on approved materials.
  • Promote the safeguarding and integrity tools and the internal reporting mechanism (Concern) to all stakeholders. Promote understanding and application of the reporting mechanism and the key principles behind it (survivor-centred approach, confidentiality, zero tolerance, presumption of innocence).
  • Conduct partner safeguarding competency assessment and developing a tailored capacity building plan.
  • Support partners in Strengthening their own safeguarding policies and reporting mechanism.

Programming: 

  • Support operations and programme/project teams in assessing and mitigating safeguarding and integrity related risks for each programme, project and activity, following Tdh global internal templates and processes. Support monitoring of risks throughout interventions. Support project teams in integrating mitigation measures as part of project and daily activities, ensure adequate monitoring and technical support.
  • Assess integration of safeguarding standards and safeguarding risk mitigation measures within project activities, through on-site assessments, interviews and workshops, among others.
  • Support project (development) teams to ensure that Global Code of Conduct, safeguarding and integrity trainings and awareness raising activities, and other regular preventative/capacity strengthening activities are integrated into project activities and budgets and aligned with approved materials.
  • Develop and deliver specific Global Code of Conduct, safeguarding and integrity presentations (based on global level materials) as part of the project kick-out process.
  • Map donor requirements on safeguarding and reporting and ensure sharing with the Global Sector.
  • Coordinate with the Head of Global Ethics and Compliance Office on donor reporting and all safeguarding and reporting protocols with partners. Ensure such protocols are established for all consortia and partnerships.
  • Provide technical guidance on safeguarding and ethics for country-level operational matters, with reference to Tdh global safeguarding guidance and with the support / direction of the Global Ethics & Compliance Office as relevant. Act as a technical focal point in Jordan for regional safeguarding projects and projects with a safeguarding component.

Community Engagement: 

  • Coordinate Safeguarding focal points’ calendar on community awareness, ensuring that Terre des hommes’ Global Code of Conduct policies and commitments are communicated to and known by children, women and men, staff and community members in Tdh's implementation areas. Ensure relevant activities and materials are implemented.
  • Support the establishment of the complaints and feedback response mechanisms in the supported delegations and ensure that a direct reporting process is in place for sensitive feedback and complaints raised through these mechanisms, in line with internal procedures. Support the annual audit of existing channels (Q&A/MEAL lead).
  • Ensure that key policies, procedures, guidelines and tools are translated into local languages and child-friendly language, are contextualized and integrate national legislation, and shared widely with staff, partners and communities in all supported delegations.
  • Ensure that visuals are available and displayed in all delegations and intervention areas, with key Global Code of Conduct messages and a clear procedure and updated contact list, in alignment with validated materials and internal procedures.

Network: 

  • Liaise with Safeguarding focal points from other NGOs, UN agencies in-country, and PSEA/Safeguarding networks where established. Ensure Terre des hommes' representation in these networks and share relevant information with the Country Representative and Safeguarding Specialist at HO. Contribute to inter-agency specific action plans, where relevant.
  • Actively participate in any Tdh regional Safeguarding focal points meetings and contribute to working group tasks, where relevant.
  • Maintain close contact with HO for information -sharing regarding safeguarding resources and activities at country level.

Response – for all response-related responsibilities, the role is directly under the hierarchic supervision of the Head of Global Ethics and Compliance Office: 

  • Act as a potential focal point for reported incidents in the Jordan Delegation and ensure that they are immediately channelled through the internal reporting mechanism, with particular attention to timeliness, confidentiality and protection of survivors and stakeholders.
  • Upon request of the Head of Global Ethics and Compliance Office/Incident Management Unit at HQ, provide case management support.
  • Support the Global Office and the Jordan Delegation in producing/updating the mapping of legal obligations in relation to safeguarding and integrity.
  • Support the Jordan Delegation in the production and dissemination of a mapping of emergency response services.
  • Monitor the implementation of case management procedures recommendations. Provide support and guidance to the Country Representative in the prioritization and implementation of these recommendations.

Note: For all of the above-mentioned points, ensure that the messages, materials and tools communicated and used are aligned with the Safeguarding policies and based on tools and materials harmonized and validated at HO level.

Requirements for the Position: 

Education / Qualifications: 

  • Desirable bachelor’s degree in Human Rights, Law, Sociology, Social Work, or any other relevant academic background.
  • Strong understanding of core principles such as respect of confidentiality, informed consent, data protection requirements, victims/survivor-based approach.

Experience: 

  • Minimum of 2 (two) years of work experience in Safeguarding with (I)NGOs and/or Humanitarian agencies.
  • Good knowledge and experience in child protection, Gender- Based Violence, case management.
  • Have respect and authority within the country office and be recognized as approachable and a person of trust.
  • Demonstrated sensitivity and knowledge of the context in terms of gender, cultural norms, and legal framework.
  • Ability to remain calm in difficult circumstances and to handle stressful situations.
  • Ability to work with others and hold them accountable.
  • Commitment to safeguarding children, communities, and staff and upholding human rights.
  • Experience in conducting/facilitating trainings and using teaching methods adapted to the context.

Languages: 

  • Mandatory fluency in Arabic and English.
