Child Protection Experts (PSEA and GBViE Experts)

ABOUT ICMC: 

The International Catholic Migration Commission (ICMC) is an international non-governmental organisation serving and protecting uprooted people: refugees, internally displaced persons and migrants, regardless of faith, race, ethnicity or nationality. ICMC operates around the world in partnership with government, local actors, faith-based organizations, the United Nations High Commissioner for Refugees (UNHCR), the United Nations Children's Fund (UNICEF), and other partners.

The Deployment Scheme is a specific program that was set up in 1998 as a partnership between UNHCR and ICMC, establishing a pool of refugee protection experts. Since then, ICMC has deployed resettlement and child protection experts to UNHCR operations in Africa, Asia, Middle East, Europe and Latin America. In 2020, ICMC signed an agreement with UNICEF to deploy experienced consultants to support their Regional and Country Operations in different countries.

The roster includes nearly 600 qualified professionals from diverse backgrounds who are ready to be deployed on short notice to humanitarian field operations whenever crucial support is needed. In this context, ICMC deploys child protection experts to UNHCR and UNICEF’s humanitarian operations worldwide to provide technical support and expertise in one or more thematic areas such as Child protection, Gender based violence, Mental Health and Psychosocial Support Mental, etc.

SCOPE OF WORK: 

The ICMC Deployment Scheme is currently seeking a Child Protection Specialist available for rapid deployment at short notice with extensive experience in PSEA and GBViE.

Successful applicants will be part of a dynamic and highly motivated group of professionals who will be deployed to one of duty stations in Africa, the Middle East, Asia, and Latin America.

ICMC Child Protection experts will be embedded within a UNICEF humanitarian assistance field office, where they will bring technical expertise and provide guidance for interventions.

RESPONSIBILITIES: 

  • Provide surge-support, including in country, for emergency response.
  • Map existing Community Based Complaints Mechanisms (CBCMs) and referral pathways considering their appropriateness to receive and process SEA complaints while ensuring confidentiality.
  • Liaise and build capacity of provincial level Accountability to Affected Population (AAP) working group to ensure CBCM is aligned and promoted by the AAP partners.
  • Consolidate mapping and assessment of the capacity of existing victim assistance service provision.
  • In close collaboration with key partners and relevant sections, contribute to the immediate strengthening of frontline responders and service providers’ capacity through tailored training on PSEA and GBViE.
  • Draw practical and actionable recommendations for the sustainable strengthening of CBCMs in the medium term.
  • Ensure collaboration with interagency structures, e.g. PSEA Network, Protection Cluster, Child Protection AoR.

REQUIREMENTS: 

Candidates must meet the following criteria:

  • Advanced university degree in social work, international development, human rights, international law, psychology, sociology, and other related fields.
  • A minimum of 5-8 years of professional experience with the UN and/or international and national NGO in child protection, in particular, in PSEA and GBViE.
  • Good understanding and knowledge of PSEA, GBV, child protection, with a particular focus on violence against children.
  • Experience in emergency contexts including field level experience.
  • Knowledge of the Child Protection Minimum Standards in Humanitarian Action, Humanitarian Principles and other inter-agency humanitarian standards.
  • Excellent advocacy and negotiation skills and experience of engaging with both government and nongovernment actors.
  • Ability to work effectively in politically and culturally sensitive environments.
  • Ability to work under time constraints and pressure; in stressful situations and at times, in hardship and remote field locations.
  • Self-motivated, with good judgement and initiative and the ability to work independently.
  • Strong interpersonal skills and ability to work in a team.
  • Demonstrable drive for results and ability to maintain consistent high standards.
  • Awareness of the importance of preventing fraud and ways to mitigate risks.
  • Proven integrity, objectivity and professional competence.
  • Age, gender and cultural sensitivity and demonstrated ability to perform effectively in a multi-cultural environment.
  • Excellent communication, facilitation and interpersonal skills.
  • Fluency in English (verbal and written) and working knowledge of Portuguese required.

  1. Checking candidates’ references;
  2. Testing written and analytical skills as well as assessing knowledge of refugee protection; and
  3. Conducting a Competency Based Interview (CBI).

*Only those candidates who successfully pass all stages of the recruitment process will be included onto the Deployment Scheme roster.

CONDITIONS OF CONTRACT: 

Candidates are deployed under an ICMC employment contract and are not considered as a UNICEF official or a staff member.

ICMC compensation includes a competitive NGO salary and benefits package, with a housing allowance; per diem; health, accident, and life insurance; 2.5 leave days per month; and travel to and from the field location. Depending on duty stations, additional benefits may be applicable in accordance with UN/UNICEF regulations (e.g. Rest & Recovery leave).
