General Context of the Project: 

INTERSOS has been present in Iraq since 2003 and currently operates in the governorates of Ninewa, Salah Al Din (SAD), Erbil and Sulaymaniyah. INTERSOS' thematic areas of intervention are protection, education and health. The INTERSOS coordination office is located in Erbil, with bases in Tikrit, Mosul, Telafar and Sulaymaniyah and a programming presence in other areas of Ninewa, SAD, and the Kurdistan Region. Mid-2023, INTERSOS Iraq had more than 240 national staff, 16 expatriates, and 200 volunteers. Applying an integrated programmatic approach, INTERSOS provides life-saving services and supports durable solutions for women, men, girls and boys in the displaced, refugee, and host communities in its focus areas. In the protection sector, INTERSOS is a major player in Iraq and provides a comprehensive package of protection services both inside and outside the camps. Services include monitoring the rotection (reporting to UNHCR and the protection cluster on the most pressing protection issues and trends in protection, including beneficiary profiling and direct referral to specialized services), MHPSS, case management cases (for GBV, child protection, and PwSNs) and legal assistance, counseling, and representation in court. Current health programming includes support for the provision of health care free and integrated primary health care (PHC) and mobile medical teams (MMT), ensuring the availability of essential medicines, implementing a pilot project to strengthen the diagnosis and treatment of diseases non-communicable diseases in primary health clinics and the facilitation of community health services through the community health volunteers (CHVs). In the field of education, INTERSOS has supported access to formal and nonformal education for Syrian refugees and displaced Iraqis in camps and cities, particularly particular in Kurdistan. The current Iraqi context offers an interesting opportunity for its programming to shift from what that have largely been traditional humanitarian interventions (during and after the conflict with ISIS in parts significant parts of the country) to longer-term durable solutions, stabilization and development interventions.

General Purpose of the Position: 

The Project Manager interacts with reference to and within the limits of the project activities with the donor and the institutional stakeholders; acting on the basis of guidelines and strategies adopted by the Iraq Mission, the Program Coordinator, and the Education and Protection Coordinator; and contributes to setting INTERSOS strategies in the country and to developing new projects, particularly those related to AICS call for proposals. He/she is responsible for the economic and financial direction and management of the project and all phases of its implementation, ensuring the achievement of objectives and results.

Main Responsibilities and Tasks: 

Management and Coordination:

  • Defines the organizational and operational processes for project management (roles, decision-making procedures and systems, operational processes, work plans and methodologies) for the national staff in the Governorates of Nineva, Sulaymaniyah and SAD;
  • Coordinates with other INTERSOS programme managers in the target areas as well as technical specialists to foster internal coordination within the organization;
  • Develops, manages and monitors the overall and monthly planning of project activities, while updating the information contained in the PAT, as well as related financial and economic planning based on the funds received from the donor.

Finance/Administration:

  • Responsible for the management of project funds;
  • Manages the purchase of all goods, works and services needed for the project. In particular ensuring that the teaching materials and equipment for the selected primary schools correspond with appropriate quality standards;
  • Supervises, together with the logistics department the rehabilitation works of the facilities;
  • Responsible for all project documentation until its completion, obtaining detailed beneficiary and recipient lists, for handing over to the Programme Coordinator;
  • Responsible for the proper administrative management of the project, supervising and controlling the preparation of accounting documents for interim and final financial reports required according to the project contract;

Monitoring, Reporting and Communication:

  • Responsible for the proper preparation of all narrative reports required by donors and sector clusters;
  • Shares project activity reports with the Programme Coordinator, consistent with the data entered in the PAT, for submission to the donor;
  • Consistent with the data entered in the PAT, shares monthly project activity reports, monitoring reports, and final report with reflection on the experience and recommendations for new projects with the Programme Coordinator;
  • Provides the communications department, when requested or in particularly significant cases, with information on the target area and activities;
  • Shares with the Programme Coordinator the photographic and filmed documentation of activities indicating the contents;
  • Shares upon specific request and based on directions provided by the fundraising focal point, any documentation useful for communication and fundraising activities, informing the Head of Mission in advance.

Human Resources:

  • Identifies local staffing needs and manages their contractual relationship based on Mission guidelines;
  • Coordinates project staff and encourage their division of responsibilities, learning and training, growth and accountability;
  • Evaluates, through evaluation forms, national staff and forwards them to the human resources department;

Required Profile and Experience: 

Education: 

  • Masters Degree in educational sciences, development studies, sociology, anthropology, or related field.

Professional Experience: 

  • At least 3 years of experience managing humanitarian/development projects
  • Regional experience working in the Middle East highly desired
  • Experience working with AICS highly desired

Professional Requirements: 

Languages:

  • English and Italian are mandatory.
  • Arabic is a strong advantage.

Personal Requirements: 

  • Excellent communication and interpersonal skills, with demonstrated ability to lead multi-cultural teams
  • A high degree of flexibility;
  • Willingness to travel frequently and to live and work in remote environments; resilience to stress and ability to adapt to changing circumstances.
  • Ability to work under pressure and meet deadlines.
  • Strong time management skills, resourcefulness and attention to detail.
