BACKGROUND: 

With the cluster and other inter-agency partners, Save the Children has a global project on Strengthening Local Leadership in Humanitarian Coordination.  This project aims to support local and national actors to meaningful participate and lead humanitarian coordination mechanisms at the country level and to support global advocacy and action to advance localisation in coordination.  The project is delivered in collaboration with the Global Child Protection Area of Responsibility, the global WASH Cluster, the Global Education Cluster and the Global Nutrition Cluster.  


The project uses the Inter-agency Toolkit for Localisation in Humanitarian Coordination as its basis and aims to pilot many of the tools contained within the toolkit.  It has dedicated country activities in Nigeria, South Sudan, Yemen and Somalia, as well as global level learning and advocacy events.  

CONTENT, OBJECTIVES AND AUDIENCE: 

Save the Children would like to develop an educational video introducing the Inter-agency Toolkit for Localisation in Humanitarian Coordination.  

The video will highlight key messages on the importance of localisation in coordination and also introduce the toolkit’s structure, key resources, and how it can be used in practice.  

The video’s primary audience are country-level cluster coordinators and co-leads, cluster members and national and local actors in humanitarian responses. 

The video will be disseminated via the CP AoR and other clusters websites and may be featured in future online learning events. 

SCOPE OF WORK: 

Create one video with the following specifications: 

  • Length: Up to six minutes in English.
  • Format: Voice narration over video footage (B-roll), animations and motion graphics inspired on the Localisation in Humanitarian Coordination Toolkit
  • Animated graphics: It will include a series of motion graphics to bring to life the importance of local leadership in humanitarian coordination
  • Languages: English, Arabic, and French

RESPONSIBILITIES OF SAVE THE CHILDREN: 

  • Provide a draft script  
  • Provide translations of the VOs and interviews’ as well on-screen texts. 
  • Provide English-, French-, or Spanish-speaking humanitarian practitioners available for interviews via video conference platform (with additional support if needed for the latter two languages). 
  • Support the video company in editing the interviews.
  • Review and provide feedback on the video draft storyboard. 
  • Review and provide feedback on draft versions of the edited video, in four languages.
  • Provide the necessary logos and visuals
  • Provide access to ample video footage libraries ensuring enough quality B-roll for the video is readily available to the video company. 
  • Provide child safeguarding guidelines for choosing the B-roll video footage.

RESPONSIBILITIES OF THE VIDEO PRODUCTION COMPANY: 

  • Review the draft script, providing feedback and input to improve and finalize it. 
  • Provide professionally recorded VOs in four languages and of dubbed interviews in three languages. 
  • Develop a detailed storyboard and review it based on the Save the Children feedback. 
  • Create motion graphics in alignment with the Toolkit branding, icons, and the look and feel of the previous videos in the series (see them above).
  • Interview English-, French-, or Spanish-speaking humanitarian practitioners via a video conference platform (with support from Save the Children if needed for the latter two languages). 
  • Choose the necessary B-roll footage for a dynamic, fast-paced and well-narrated video.
  • Follow the supplied child safeguarding guidelines in choosing the B-roll video footage.  
  • Provide a suitable music track (the video company must hold the rights for its use). 
  • Edit and finalize the video in four languages combining B-roll, animated stories, motion graphics, interviews, and adjusting the respective VOs and dubbed interviews. 
  • Review the draft edited videos in four languages based on the Save the Children feedback. 
  • Any other technical processes required to accomplish the work. 

DELIVERABLES: 

  • Four high-definition videos (1920x1080) with a format and compression that makes them apt to be uploaded to YouTube. 
  • The compiled project, with all assets used and NLE project files included, of the video in four languages, as well as of the animated stories and motion graphics in four languages.  

TIMELINE: 

The video production timeline will be between October 2023 – February 2024.  The final videos must be submitted by end of February 2024. 

QUALIFICATIONS AND EXPERIENCE: 

The video production company must have experience in producing quality video content and be able to translate complex ideas into clear and easy-to-grasp visual content and narratives. 

More specifically, the video production company will demonstrate:

  • Experience in video production and competency implementing and managing similar projects.
  • Experience developing video explainers.
  • Proven ability to develop creative work.
  • High level of professionalism.
  • Previous experience developing videos on humanitarian aid and development or similar topics
  • Ability to communicate in English and develop videos in multiple languages, including Arabic

HOW TO APPLY: 

Interested video production companies should submit [*]:

  1. An itemized quotation in USD for producing the English version of the video.
  2. A global quotation in USD for one additional language version (AR, FR, SP) of the video.
  3. A detailed timeline to produce the video in four languages.
  4. A portfolio of not more than three videos demonstrating experience and competency in similar projects (if more than three videos were submitted only the first three will be considered).

Proposals will be evaluated based on the quality of the portfolio and the quoted costs.

Note: 

[*] In addition to the itemization mentioned above (#1), the final costing should follow the format:

Cost of developing the video in English = USD Figure 1
Cost of developing one non-English language version of the video = USD Figure 2
TOTAL COST = Figure 1 + (3 x Figure 2) = USD Figure 3 
These figures must include all relevant taxes and be final. 

Save the Children Sweden reserves the right to decide how many non- English language versions of the video will be done depending on costs and availability of funding.
