Somalia: Consultant to Conduct Training to Teachers and CEC Members on Psychosocial Support, Social Emotional Learning, and Gender-Based Violence

An international NGO working in Somalia is seeking to recruit a consultant to conduct training to teachers and CEC members on Psychosocial support, social emotional learning, and gender-based violence case management.

1. Purpose of the Consultancy: 

To train teachers and CECs on psychosocial support, socio-emotional learning and gender-based violence case management with a bias on child protection, parenting without violence, PSEA (prevention of sexual exploitation and abuse), safe referral, Teachers' Code of Conduct, and appointing child protection focal points at schools.

2. Scope and Specific Objectives: 

The scope of activities and specific training objectives shall be guided as follows:

  1. Undertake desk research and analyze all the necessary documents/training modules, training materials to fully understand the ground situation needed to develop training manual (5 days)
  2. Determine school-based challenges or risk areas that affect children’s learning in the context of the target schools and develop adaptive success for the identified risk areas.
  3. Carry out a “Gap” analysis to identify gaps in the trainings being imparted on training of teachers and CECs on child protection and gender-based violence case management, psychosocial support, parenting without violence, PSEA (prevention of sexual exploitation and abuse), safe referral, Teachers' Code of Conduct, and appointing child protection focal points at schools.
  4. Recommend evidence-based processes that support successful promotion and protection of children in distress using school friendly appropriate resilience building interventions to the trained teachers and children with a clear Parent Engagement framework.
  5. Organize Training of the sampled teachers and CECs from all the target regions and other relevant school/educational stakeholders. Develop training action work plan, modules, training manual and technical support from key resource person/line ministry for school children resilience-building (4 days).
  6. Conduct capacity building training: (8 days)
    • Develop cluster training plans by District.
    • Designate qualified staff to effectively and efficiently deliver the chosen training plan using the developed pedagogical support materials and training methodology/techniques.
    • Based on the findings of the survey, develop training modules to train CECs from the 20 targeted schools.
    • Develop draft ToT training manual and workshop reports and share with the agency for review (6 days)
    • Develop final draft ToT training manual and workshop report (5 days

3. Methodology:

The consultant is expected to consider the following:

  1. A desk review of relevant literature and to enable localization of teachers’ training on psychosocial support, socio-emotional learning, and gender-based violence case management.
  2. Primary data collection to assess knowledge attitude and practices on psychosocial support, socio-emotional learning, and gender-based violence case management.
  3. Use participatory approaches that are adult friendly to execute the training using variety of methods.
  4. Appointing child protection focal points at schools.

4. Deliverables: 

The tasks deliverables are:

  1. Submission of a comprehensive inception report detailing the training work plan and methodologies to be used in the assignment.
  2. Submission of Gap Analysis findings and draft modules to project team for validation
  3. Conduct training to the CECs and teachers in the target areas/districts
  4. Final training reports.
  5. Simplified training modules.

Proposals should include:

  1. Detailed description of proposed approach and methodology
  2. Projected budget including travel expenses (Note that flight costs and accommodations will be covered by the consultant)
  3. Short overview of how the candidate(s) meets the qualifications, experience, and skills requirements.

5. Further Information:

  • The consultant’s travel from base to the field and back after the end of the contract will be covered by the Agency.
  • The consultant will propose the professional fee as part of their financial proposal. (Daily rate X number of days = Total professional fee).
  • The consultants shall be responsible for their income tax and/or insurance during the assignment.
  • The consultant is bound by the principles and conditions of Agency Code of Conduct.

A contract will be signed by the consultant upon commencement of the assignment which will detail additional terms and conditions of service, aspects on inputs and deliverables.

6. Qualifications of the Consultant: 

  • Professional or graduate studies in either Clinical Psychology, Education or Social Sciences
  • Good technical knowledge on child protection and child rights issues.
  • At least 3 years of experience in psychological and psychotherapeutic interventions, specifically working on SEL or MHPSS system development.
  • At least 3 years of previous experience in providing services to displaced populations, migrants, refugees, or conflict affected populations in a protracted context.
  • Demonstrated experience in the development of training curricula and solid understanding of adult learning principles.
  • Fluency in Somali language is a mandatory requirement for this assignment.
