Thailand: Humanitarian Coordinator (Nationals only)

TITLE: Humanitarian Coordinator

TEAM/PROGRAMME: Programme Implementation

LOCATION: Mae Sot, Tak Province, Thailand (with frequent travel to border areas)

CONTRACT LENGTH: 8 months with possible extension

ROLE PURPOSE:

The Humanitarian Coordinator will lead and manage the emergency response for the influx of displaced persons from Myanmar into the Western borders of Thailand and other emergency situations at the field level in Save the Children Thailand. He/she will be based in Mae Sot Field Office. He/she has overall responsibility for providing leadership which produces effective delivery and development/design of emergency Response programmes. The Coordinator is responsible for identifying needs and resources and elaborating programme recommendations/partnerships for the emergency response in particular for the Education in Emergency project which is funded by UNICEF as well as the Representation of the CO in government and other coordination meetings.

SCOPE OF ROLE:

  • Reports to: Senior Maesot Field Coordinator and dotted line to Humanitarian Manager
  • Staff reporting to this post: 2 (Humanitarian Response Project Assistant and Humanitarian Intern)
  • Budget Responsibilities: UNICEF and SCT Humanitarian Fund

Role Dimensions: The Humanitarian Coordinator works with Humanitarian team across functions in Thailand and Myanmar. The position will work closely with SPQI team especially Child Protection Technical Expert and Education Technical Expert as well as the Education Inter-Sectorial Working Group, CBOs and CSOs.

KEY AREAS OF ACCOUNTABILITY:

Project Implementation and Management of Categorized Humanitarian Responses: 

  • Overall management and coordination of Emergencies projects under the UNICEF and SCT Humanitarian fund.
  • Leading in identify and coordinating with CBO partners, develop and monitor the implementation plan, manage, and mobilize resources, and provide operational & technical guidance to the Mae Sot team and partners to deliver timely assistance to displaced populations along the borders.
  • To lead on local partner mapping, scoping and screening to identify potential humanitarian partners
  • Work closely with the Senior Admin & Supply Chain Officer (Mae Sot base) to ensure adequate supply chain support to deliver high quality programmes effectively.
  • Hold accountable of budget management responsibility for the Emergency projects under UNCEF & HF funding, including monitoring budget vs expenditure
  • Comply with all relevant Save the Children policies and procedures with respect to child rights and safeguarding, health and safety, equal opportunities and other relevant policies.

Emergency Response Planning and Implementation:

  • Support the Humanitarian Manager in updating and review the SCT Emergency Response Strategy and Emergency Preparedness Plan
  • Support the Humanitarian Manager on building capacity to partners staff and SCT staffing of the emergency response. Identify staffing needs and request support needed from the country office and regional office.
  • Maintaining prepositioning of appropriate emergency relief stock and advocates for access to common cluster pipelines.
  • Support the Humanitarian Coordinates in development of Save the Children’s contributions to the interagency Humanitarian Response Plan and Appeal. Coordinates with NBD to ensure quality of the proposals of Thailand national office and cross-border initiative if any.

Programme Quality and MEAL: 

  • Actively participate in rapid emergency multi-sectoral integrated assessments
  • Work with relevant technical specialists/Technical Advisor (TA) to identify funding opportunities and mobilize resources for categorized humanitarian responses
  • Ensure that programme objectives and activities are agreed upon within the context of Save the Children values, aims and objectives
  • Ensure integration of humanitarian interventions to maximize the impacts of the interventions on children’s lives
  • Ensure production of high quality donor reports, internal narrative reports, and collection, analysis and dissemination of relevant information and data relevant to the response.
  • Work with Communication Coordinator to ensure timely submission of the situation report for the humanitarian response
  • Work closely with MEAL team to develop MEAL plan for the response and ensure its implementation
  • Work closely with MEAL team to ensure that a complaint response mechanism in place and well-maintained
  • Work closely with MEAL and technical specialists to document good practices and lessons learned to promote learning on humanitarian interventions to inform future responses

Leadership:

  • Establish clear and compelling objectives with teams and individuals and monitors progress and performance

  • Manage and support the team under his/her responsibility and assess the performance of personnel under his/her direct supervision following SCT performance management processes
  • Ensure adherence to security regulations by personnel under his/her supervision
  • Identifying capacity building needs (management, language etc.) and in conjunction with the HR, devise a plan for personal development of each staff member.

Coordination and Representation: 

  • Maintain regular communications with Humanitarian Manager with regards to on-going humanitarian response, contingencies, and emergency preparedness
  • Establish, maintain, and improve active and regular working relationships and take the lead role in representing the principles and work of SC to representatives of other organizations - UN, NGOs, INGOs, counterparts, donors, CCSDPT and other government Authorities etc.

QUALIFICATIONS: 

  • Thai nationality
  • University degree in one of the disciplines relevant to the following areas: Emergency Management, Public health, Disaster relief services, International Relation, Education, Social Sciences, or a field(s) relevant to Humanitarian and international development assistance
  • Skills and experience in one or more of the following sectors, Food Security, Livelihoods, Education in Emergency, and Child Protection project/programme implementation, monitoring, review and evaluation preferably from a child rights approach in accordance with the CRC and international humanitarian rights standards.

EXPERIENCE AND SKILLS: 

  • At least 3 years/substantial experience in management position with a humanitarian organization within an emergency environment.
  • Ability to work collaboratively as part of a team as well as independently as required.
  • Substantial people and programme management experience with good interpersonal skills and ability to communicate at all levels.
  • Proof record of producing quality reports.
  • Flexible to travel to remote areas affected by disasters with short notice.
  • Being agile to work in irregular working hours especially at the onset of an emergency.
  • Representational, political awareness and advocacy skills.
  • Work independently with limited supervision from line manager.
  • Fluency in written and spoken English and computer literate.
  • Commitment to and understanding of Save the Children’s aims, values and principles

Desirable:

  • Previous Save the Children Experience
  • Ability to speak Karen and/or Burmese.
