The Opportunity – Child Protection Coordinator.

Post location: Gaza Field Office - Rafah and subject to change based on SC priorities and response in Gaza.

Contract Duration and Level of Effort: 12 months.

ROLE PURPOSE:

The main purpose of the Child Protection (CP) Coordinator is to ensure high quality delivery of the child protection and child-focused interventions as part of Save the Children’s Gaza Response. CP Coordinator will be providing technical support (including capacity building and development of materials) to ensure implementation of CP activities in line with agreed quality benchmarks. The CP Coordinator is expected to work in close collaboration with respective programme team members to ensure quality implementation.

In collaboration with the CP Technical Advisor, the person is expected to build skills among related staff through trainings and technical supervision, and to ensure systems to monitor and evaluate the quality of the service. A key responsibility of the CP Coordinator is to support the timely submission of all deliverables, including annual work plans, performance monitoring plans, reports as required, under the leadership of the Project Manager.

SCOPE OF ROLE:

  • Reports to: Deputy Response Team Leader - Programmes.
  • Staff reporting to this post: None.
  • Budget Responsibilities: None.

KEY AREAS OF ACCOUNTABILITY:

  • Lead on Child Protection assessments using SC assessment processes and tools and the Inter-agency Child Protection Rapid Assessment Toolkit, or guide child protection components of inter-agency assessments. Adapt the Assessment Tools as necessary. Coordinate and collaborate with other SC thematic areas and/or other external sector agencies, ensuring assessment findings are documented and that all assessments include a specific analysis of children’s needs.
  • Lead on fundraising for child protection, including development of high quality concept notes and proposals, and engagement with donors’ child protection and other sector advisers. Coordinate with the Child Protection Working Group on fundraising advocacy initiatives with donors
  • Lead on developing child protection response plans and master budgets and contribute to Save the Children’s overall response strategy.
  • From the strategy initiate programming in the following areas as appropriate:
  • Support to the psychosocial wellbeing of children and their families, including Psychological First Aid.
  • Emergency family tracing and reunification interventions and alternative are options for unaccompanied and separated children, utilising tools within the Inter-Agency Child Protection Information Management System
  • Prevention and response to child recruitment including advocacy and release and reintegration initiatives
    • Prevention and response to sexual violence
    • Prevention and response to the main risks for children’s exposure to physical violence and harm
    • Prevention and response to all forms of exploitation including harmful child labour and child trafficking.
    • Integration of child protection with other core sectors
  • Prepare and oversee programme implementation to ensure timely delivery of programme activities (for example, monitoring against log frames, individual performance management work plans).
  • Ensure effective management of the Child Protection emergency programme, including budget management, developing and monitoring of the Child Protection programme work plan, and line-management management of Child Protection team as relevant.
  • Prepare timely programme and donor reports on child protection project activities in compliance with internal SC requirements and any relevant external donor requirements.
  • Working closely with the HR team, lead on identifying child protection staffing needs (both national and international) for emergency programmes, and ensure rapid recruitment, induction and training of new staff.
  • Identify programme supplies needs and coordinate with the logistics team to put in place a sensible phased procurement plan.
  • Working closely with the Monitoring & Evaluation team put in place an M & E plan, ensuring this links to reporting requirements, and capacity build child protection and M&E field staff in carrying out the work.
  • Working closely with the Accountability lead put in place accountability mechanisms, ensuring that feedback is incorporated into programme design and learning disseminated to the wider sector.
  • Ensure that humanitarian minimum standards are maintained in accordance with the Minimum Standards for Child Protection in Humanitarian Action, the Sphere Charter & Minimum Standards and the Core Humanitarian Standard.

Capacity Building:

  • Develop learning needs assessment and capacity building plans for both SC and partner staff, linking capacity building initiatives to wider opportunities identified via coordination and networks. Together with other sectors identify sector-integrated capacity building opportunities.
  • Coach and mentor Child Protection staff and national level counterparts and link in to wider organisational talent development mechanisms.

Representation, Advocacy & Organisational Learning:

  • Help shape broader child protection sector strategies through influence of and leadership within inter-agency coordination forums, ensuring the specific needs of children are being addressed. This may involve taking on a co-chairing role within the Child Protection Working Group or sub-groups where needs demand.
  • Take the initiative in developing an evidence-base, documenting lessons learnt, best practice and case studies to shape in-country strategies and programme approaches and contribute to broader learning within child protection.
  • Pro-actively identify advocacy opportunities, case studies and research opportunities which link with wider organisational and sectoral strategic objectives and turn these into action.
  • Play a leadership role in shaping communications and media priorities in line with thematic priorities, acting as a spokesperson when required.

General:

Demonstrate leadership in relation to Save the Children policies and practice with respect to child safeguarding, code of conduct, health and safety, equal opportunities and other relevant policies and procedures.

In order to be successful, you will bring/have:

QUALIFICATIONS: 

  • Education in BSc/BA/BEng level in Social Work, Human rights Law, International Relations, Development Studies or similar, or equivalent field experience.

EXPERIENCE AND SKILLS

Essential: 

  • At least 3 year of experience in the field of child protection and psychosocial support.
  • At least 1 year experience in project management (e.g. monitoring, reporting).
  • Proven excellency in delivering capacity building efforts in the field of child protection, including leading trainings, and willingness to dedicate time to staff and partner development.
  • Experience of successfully taking on a role of technical supervision and coaching, with particular focus on CP.
  • Ability to identify the main risks and gaps in child protection in the given context to inform a holistic response for children.
  • Experience in monitoring and evaluating child protection interventions, with particular focus on community outreach and child focused IPA.
  • Experience of and commitment to working through systems of community participation and accountability.
  • Ability to write clear and well-argued assessment and project reports.
  • Politically and culturally sensitive with qualities of patience, tact, and diplomacy.
  • Able to work independently as well as in team to ensure timely results of high quality.
  • Capacity and willingness to be flexible in difficult working circumstances.
  • Commitment to and understanding of child rights, the aims and principles of Save the Children, and humanitarian standards such as the Sphere Charter and the Code of Conduct. In particular, a good understanding of the Save the Children mandate and child focus and an ability to ensure this continues to underpin our support.
  • Excellent oral and written communication skills. Fluency in English and Arabic required.

Desirable: 

  • Experience or knowledge of working in relevant regions/contexts.
  • Emergency response experience.
